Visas
Visas are documents that allow entry in Romania of persons using any other
travel document except a valid Romanian passport or travel document.
Travel documents that are accepted for issuing a visa are the following: national
passport, Reentry Permits or Refugee Travel Documents
issued by the US Department of Justice. The documents
presented for issuance of a visa must be valid for
at least 6 month after the visa expiration date
and must have at least one spare page except those
used for annotations by the passport issuing authorities.
Visas to enter Romania can only be obtained from the Romanian embassy or from
the nearest Romanian consulate in the United States.
Please be advised that no visa will be issued at
the border.
Necessary documents to be presented when applying for a visa:
1) visa request form, duly filled in clearly, accurate, in capital letters and signed in the original by each applicant
(for children under age the visa request form will be signed by the parents or the legal tutor, and the signatures will be notarized by a local notary public)
In case of missing information or unclear writing, the visa may not be granted.
2) one color passport size photograph of the applicant with clear background, recently taken
3) applicants passport or travel document
4) copy of applicants Resident Alien Card or Permanent Resident Card,
if applicable, or of any other document showing clearly the legal status in
the United States
5) marriage certificate for persons married with Romanian citizens and a copy of his/her passport

CHAPTER III - Visa Granting Regime:
Art. 35 - Conditions for Granting Short-Stay Visas
(1) Function of the purpose for which this type
of visa has been requested, the fulfilment of the
following conditions shall be necessary:
- mission - the visa shall be granted to aliens proving that they have one of the qualities provided in Article 23(3)(a) and travel to Romania pursuant to such qualities. It is granted only by the diplomatic missions and the consular offices of Romania;
- tourism - the visa shall be granted to the aliens if they present:
- a voucher or firm reservation from a tourist accommodation unit;
- a travel ticket valid to the destination point or the driving license, green card and the registration documents of the means of transport in the case of vehicle drivers;
- medical insurance;
- the proof of the financial means in amount of EUR 100/day or the equivalent value in convertible currency for the entire period of time.
- visit - the visa shall be granted to aliens if they present:
- a travel ticket valid to the destination point or the driving license, green card and the registration documents of the means of transport, in the case of vehicle drivers;
- medical insurance;
- the proof of the financial means in amount of EUR 100/day or the equivalent value in convertible currency for the entire period of time;
- the proof of providing accommodation conditions as a firm reservation with an accommodation unit, an ownership or rent agreement for a house in Romania in the name of the applicant or, as the case may be, a notarised statement of the visited person with the notarised copy of the premises documents.
- business - visa shall be granted to aliens if they present:
- a travel ticket valid to the destination point or the driving license, green card and the registration documents of the means of transport, in the case of vehicle drivers;
- medical insurance;
- documents which should certify the status of business operator in the country of origin;
- documents certifying the purpose of the trip;
- financial means in amount of EUR 100/day or the equivalent value in convertible currency for the entire period of time;
- the proof of accommodation conditions.
- transportation - the visa shall be granted to aliens if they present:
- documents attesting the profession of the applicant, as well as the activity to be carried out during his stay;
- medical insurance;
- the driving license, green card and the registration documents of the means of transport;
- transportation license and execution license.
- sports - the visa shall be granted to the aliens if they present:
- the invitation of the organisers attesting medical insurance and accommodation means;
- the official list of the foreign sports association specifying the position of each member;
- the approval of the territorially competent county directorate for youth and sports.
- cultural, scientific, humanitarian activities, short-term medical treatment or other activities which do not breach the Romanian laws - visa shall be granted to aliens if they present:
- documents issued by the institutions where they are to travel to in order to justify their presence in Romania;
- a travel ticket valid to the destination point or the driving licence, green card and the registration documents of the means of transport, in the case of vehicle drivers;
- the proof of financial means in amount of EUR 100/day or the equivalent value in convertible currency for the entire period of time;
- medical insurance;
- the proof of accommodation means.

7) The visa processing fees are 40 USD for a single
entry visa and 75 USD for a multiple entries visa.
The fee for a single transit visa is of 30 USD and
for a double transit visa is 40 USD.
Fees are to be paid by money order only, made payable to the Consulate General of Romania.
Personal checks and credit cards are not accepted.

Visa regime of foreign citizens
Citizens of the following countries can enter Romania without a visa, for travels that do not exceed more then 90 days and for purposes that are including the next categories( transit, tourism, affairs, visit, transport, sports, cultural, scientific and humanitarian activities, short-term medical treatment or other activities that do not infringe Romanian law):
Andorra, Argentina, Austria, Australia, Belgium, Bolivia, Brazil, Brunei Darussalam, Bulgaria, Canada, Czech Republic, Chile, Cyprus, South Korea, Costa Rica, Croatia (30 days), Denmark, Switzerland, Estonia, Finland, France, Germany, Greece, Guatemala, Honduras, Hong Kong, Iceland, Ireland, Israel, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, , Macao, Malaysia, Malta, Mexico, United Kingdom, Monaco, Nicaragua, New Zealand, Norway, Holland, Panama, Paraguay, Poland, Portugal, San Marino, Holly See, El Salvador, Singapore (30 days), Slovakia, Slovenia, Spain, United States of America, Sweden, Hungary, Uruguay, Venezuela.
Citizens of all other countries, not listed above, can enter Romania only with an entry visa issued by the Romanian embassy or by the nearest Romanian consulate, irrespective of the duration and purpose of their travel.
NOTE!: Starting 01 January 2007, citizens of the Republic of Moldova will travel to Romania based on the totally free issued visa. The visas issued for the Moldavian citizens, with the exceptions of the transit visas, will be issued with a validity of 1 year, with the staying right of 90 days in 6 months from the date of the first entry.
NOTE!: for the persons holding U.S. passports, who wish to travel to Romania and stay longer then 90 days, is not necessary to obtain the long term visa (Type D) through the Romanian Embassy or Consulate in the U.S.A; at request, the extension of the staying right of the owners of U.S. passports will be made by the Authority for Aliens in Bucharest or its territorial representatives, in conditions of the law.
